STELLA is an online decision-making tool designed to assist educators in selecting appropriate testing accommodations for English learners. The STELLA system includes decision-making algorithms for determining the specific accommodations individual student should receive on large-scale tests for accountability purposes. In order to recommend accommodations based on students' particular background characteristics and needs, STELLA collects data from three sources: school records, teachers' input and parents' input. This information includes students' familiarity with standardized academic assessments, formal and informal English language proficiency (ELP) data, primary language (L1) proficiency data, similarity of schooling system in native country to U.S. schools, and time attending school in the United States.
